Public School Class Scheduling and The CSC policy on Flexi Time.

Dear Deped Diary,

     Tomorrow, June 4, 2018, I will report to school. After almost 2 months of summer vacation only given to the teaching staff, I am more than excited to once again teach my students, but this time in the 8th grade. I was a 9th grade AP teacher since I started working in a public school for almost 8 years now.
   
      Last Friday, June 1 at about 5 in the afternoon, I asked one of our finance officers if I can set my daily  8-hour official time schedule from 7 am to 3 pm. She agreed but immediately asked me if I have first period classes that start before 7am.

      I said I really don't know yet. I respectfully reminded her that teachers do not make their own class schedules. Then I asked her if there is a problem regarding first period classes earlier than 7.

      She told me that in cases where the my classes fall before 7 am then I will have to adjust. I said there is no problem coming at an early time because that is part of the so called "exigencies" of service. But that being so, I can also claim for an overtime pay or service credits.
 
      I am writing this dear DD because my fellow teachers have been following the school imposed time-in at 6 am. And I have heard that these poor teachers have been deducted from ther salaries if they reported later than 6 am.

      My question is, who really sets the official time: the school principal or the Civil Service Commission?
